Markham interviews Calgary Ward 12 Councillor Evan Spencer, who last week brought forward a notice of motion that would have authorized city administration to begin negotiations with utility ATCO regarding incentives on two solar farms they are building in his ward on “brownfield” properties that are too contaminated for other types of development.
