The turbulent public reaction to municipal spending of local budgets during the war has sparked a difficult but important discussion about the efficiency of spending taxpayers' money and what is the measure of such efficiency or appropriateness. In the modern history of Ukraine, citizens very rarely take an interest in exactly what these funds are spent on, and this discussion, though held in a difficult time and emotional form, is a significant step forward for Ukrainian society. What conclusions can we draw from this story? Can we identify any wrongdoers or specific mistakes? How should the budget process be structured so that every taxpayer's hryvnia brings the greatest benefit to society?
