How to make a smooth "Storror" transition [Premier Pro/After Effects]

Hey guys! SO ...... today I'm gonna be teaching you how to make this cool looking "storror' wanna be kid type of effect ..
I haven't seen many tutorial on this effect ( Probably because it's self explanatory? How ether for the first time, I had a hard time mimicking this effect myself.
