In general, this is a developmental warning sign that the head is too heavy, and as a result, the baby can not transition into the next milestone with ease and fluid motion. Is this atypical development? Yes. Does it mean special needs? It can, but in her case no.

Signs of typical development are 1) time-dictated development (meaning development just happens and usually catches you off guard) 2) your baby's movements look easy, and fluid, and quickly learns how to accomplish a movement in an efficient, non-awkward appropriately using weight transfers and counterbalance functions.
