Edit: it is now a few years later, and I am a seasoned sky watcher now and have seen several UAPs and anomalies above wichita on my skywatch nights with friends. Those lights only appeared on this night and this night only. if they were a part of the regular display at the Botanica winter lights event, they would have been every night through January. I have looked for them on cloudy nights and have never seen them again. There is a local business that uses the double twirling spotlights regularly. they are more to the east. so, mystery is not solved yet.
original post: My logical side says these are modern searchlights for advertising. But those always have a visual beam. No beams of light directing you to a location for the use of advertising. The lights appear to be above and behind the clouds, giving a muted light.
I observed similar lights on the east side of Wichita on August 8th, 2020, when a major storm came through. I didn't record those. I was with a family member who witnessed it as well. That storm mived east and turned into the Deracho that leveled Iowa.
If I discover this to be from Botanica, which is the only place it could come from, I will update. I might need to investigate the ones to the east to find the ground source for that. If a ground source isn't found, then let the woo-woo conjecture run rampant.
