different NPC levels, master and expert are good
all ships are slower, i don't even feel the viper anymore
boost speed is lower too (probably with all upgrades you can get it back to 500m/s)
If you are in a sidewinder: fly to any NON Anarchy system Nav Beacon and steal the kills from NPC bounty hunters, just make the kill shots and bounty is yours, it's safe too ;)
