Yes, you CAN get kills in air RB, but when you're outmatched in every way by your enemies, you have to rely on them to give you a kill most of the time, as they have better speed, weapons, maneuverability, and nearly everything else that's relevant to air combat. The only things that swing in the Su-39's favor are its survivability and IRCM, which doesn't stop the radar guided missiles that you will be facing all the time, nor will it stop cannon shells, which will be common, as every aircraft you fight can outperform the Su-39 with ease.
