1.) Fill out this form https://support.google.com/accounts/c...
2.) Write an email to both [email protected] and [email protected]
Make sure your write a professional letter explaining why you believe your account was suspended in error. BE POLITE!!
3.) You will receive an email from YouTube saying that your account is back if you're successful. It took 3 days for me.
