I kept finding help pages showing an app passwords section that didn't exist. I found watching this video • How To Set Up App Passwords for Googl... why. If 2-step verification is not turned on, you won't have any access to app specific passwords. Deeper yet, if it's a Google work account, the admin must turn on the ability for users to even have the 2-step verification feature available to them
