When you focus beyond the infinity point of your lens you cannot blur the background. Depth of field is controlled by distance to subject, aperture size, where you focus and how far away the infinity point of your lens is. Making a bokeh effect (background / foreground blur) can only happen inside infinity. The longer your lens is the further away the infinity point is, that makes long lenses great for blurry backgrounds.
