TLDW:
1. Do story quest chain at Oasis (all 13 quests)
2. Get M2 Trade
3. Head to Sand Grain Bazaar talk to trade manager do 4 quests. DONE!

After this you should have access to the 2 trade buffs: Marzana at Ibellab Oasis for the 50 energy version that works with NPC packs and the Node Manager at Pilgrim's Sanctum: Sharing for the 100 energy version that works with NPC packs AND trade crates. Hope this helps!
