You CAN actually RIDE WATCHDOG SHIP - Starfield - Deputized Mission
The game doesn't let you to ride/ steal the ship watchdog during the mission Deputized, but there is a way to get it. Deputized is a faction quest under the Freestar Collective in Starfield.
IMPORTANT: DO AT YOUR OWN RISK as I don't know how this affects the game progression, I did it with using a save game so I can go back to my previous one.
