This video covers how to fix audio sync issues from mobile video in premiere cc (2018). These are ways that I use and would probably work for anyone with these tools available.

Too often, the tutorials out there teach you to simply change the file extension from mp4 to mov. This doesn't work for me, and I can see in the comments from many viewers that this doesn't work for them either.
